Please get your facts straight ... I am the scribe, NOT the author of the IFA regulations (although I am honored to have you think so highly of me). If you have issues with Dr. Higuchi's International rules, please discuss it with him. I am merely the messenger, and have no input into what Dr. Higuchi has officially approved.
The task I was assigned, as the liasion between the IFA and the IOC, was to put together in a format consistent with the International Olympic Committee requirements, an official set of rules for International Competition. The purpose of this was two-fold: First, to ensure that the sport of competition blowgun target shooting would not have the same problems that Archery had (they were disallowed from Olympic competition for about 40 years because they did not have an international standard documented). Second, to have a document which would serve future generations of the sport, and allow for no misinterpretation. No more, no less.
Before this document was released, it was reviewed by both Dr. Hironori Higuchi, and Dr. Amante P. Marinas, Sr. (co-chairmen of the International Fukiyado Association). These two honored, educated and experienced individuals gave their final approval on the document that you have available for review.
No one is dictating to you what your rules are for the sport in France, nor in Japan, the USA, Mexico, Belgium, Switzerland, South Africa, Malaysia, China, the Philippines, or any other country. The co-chairmen of the IFA however, ARE dictating what rules are to be followed for an IFA SANCTIONED International competition, and (hopefully one day) in an Olympic blowgun competition.
This document is merely one step in the direction toward getting the sport of competition blowgun target shooting into the Olympic games. There are 60 more national organizations which need to be formed and IFA sanctioned. If each national organization is arguing over minutia, rather than promoting the sport, that goal is far from being achieved. This document is the first official document formatted in the style required.
If changes are needed, then instead of complaining on websites, grow a pair and put your ideas into writing, submit them to Drs. Higuchi and Marinas for consideration. Be sure that the changes you want made are changes that are: (1.) For the benefit of the sport for ALL participants; (2.) Are written in a format similar to the original document; (3.) Have been reviewed and sanctioned by you own National organization (suggestions made by individuals will not be considered, it must be made with the concession of the national organization); (4.) Are submitted by the head of your National organization.
The rules are set, but are not in concrete. They are open to change, if that change is properly presented and accepted by the IFA co-chairmen. Remember this document will be reviewed by other sportsmen around the world. If it reads properly and logically, the sport will receive the respect it deserves.
