It is safe to assume that the same darts from the same source will have the same performance*. When you start talking of customization, all assumptions are off. Very few of us out there can do a thorough technical analysis on various custom darts to ensure their performance is equal. Neither you nor I can say as yet whether any type of dart has an advantage or not. I just say that the potential exists.
* - As for as commercially-produced wire darts, I was previously told (as of 2005?) that there was a single manufacturer supplying the American market with cones and plastic blowgun components (i.e. mouthpieces, quivers and muzzle guards). That may have changed over the past 2 years.
I can not speak first hand about specific Olympic or other sport standards** (see some references below). Generally speaking, most sports try to negate any technical advantage that their competitors have so that the outcome is more directly related to the skill of the person competing. The idea is a often referred to as a "level playing field". As you note, SKA1man, there is often some room for personalization, but I don't believe that that would include anything that might provide some advantage.
With regard to blowguns, would you allow every possible projectile that can fit inside a barrel or do you suggest a list of maximum/minimum specifications (weight, length, diameter, stabilizers, multiple cones, center of gravity, etc.) to cover all possibilities? As I previously stated, if people want unrestricted equipment, we can perhaps create a separate class of competition for that. My preference is more towards standards that would ensure that skill is the only factor determining the outcome.
** - I would consider other sports with projectiles as a comparative reference in this case (i.e. archery and firearm-related sports). Note the following reference to FITA Arrow Specifications - http://www.usarchery.org/index... They have a specific maximum length and diameter for arrows.
